As the new launcher just came in lot of people are having problems, me including!
1.) If you tried to launch client, something failed, error messages AAAAAAAAAH
2.)
http://cdn1.eveonline.com/EveOnlineLauncher/release/EVEOnlineLauncher_2_1_539169.exe download the file and execute it.
3.) Make sure you answer NO to the question about where to install the launcher update. Just so you verify that you point it to the actual place you have installed your Eve Online to. I had installed my Eve Online to custom location and the launcher fixer still pointed to C:/Program Files...
4.) After submitting the launcher "fix" in to your current Eve Online install folder, goto that folder.
5.) Launch "eve.exe" from the root folder itself (Make sure on Windows that you Right Click->Run as administrator)
6.) Launcher sorted itself out from here, validating client next and then let me to login.
These steps sorted my problems completely.
!!!REMEMBER DONT USE SHORTCUTS FROM DESKTOP OR FOLDER, START THE eve.exe TO FIX LAUNCHER!!!
If all else fails you can at least start client by navigating to and running the following EXE - CCP\EVE\Bin\ExeFile.exe

IF YOU LOST SETTINGS FOR YOUR CLIENT YOU CAN TRY THIS

Check these folders, and copy/paste your settings folder from the first to the second if they both exist. Don't bother copying the cache, it's gigantic and should be deleted just about constantly anyway.
EDIT: The AppData folder on OSes other than Win7 will be in different places and the folder names will vary depending on your EVE install location.
